The rule for this list is simple: narration does not count. A character is ranked on plans we watched them make, against opposition capable of resisting, with consequences if they failed.

That immediately removes half the usual candidates and elevates a few unlikely ones — including several characters whose intelligence is expressed as preparation rather than improvisation. Stockpiling the right resource three arcs early is a harder skill than a battlefield epiphany.

At the top you find planners who account for their own capture. The signature of elite fictional strategy is a plan that continues working while its author is unconscious, imprisoned or dead.

The bottom of the list is reserved for the genius who wins because opponents suddenly forget how to think. We name names, and we explain the specific scene where the writing blinked.
